KLD Development, PHE Project in the Midst of a Pandemic

Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) will soon start the KLD field development project off the north coast of West Java. The fabrication stage of the platform to be placed in this field has been completed and the platform has been launched.

After completing the manufacturing phase carried out by PT Meindo Elang Indah at Handil-1 Fabrication Yard, Kutai Kartanegara, East Kalimantan, the KLD Pavilion was sailed away to the north coast of West Java. In accordance with the Covid-19 prevention protocol, the Sail Away Ceremony of the KLD Pavilion was held virtually, Wednesday (15/7/2020).

On that occasion, the President Director of PHE Subholding Upstream, Budiman Parhusip, said that the Covid-19 pandemic did not dampen the performance and performance of PHE ONWJ. The timely fabrication process of the KLD Platform proves that PHE ONWJ has made maximum efforts to stay on track in accordance with the project completion schedule.

According to Budiman, the Project Team has implemented a Work From Home (WFH) mechanism for workers in the project office and minimized the number of workers at the site to prioritize health. Meanwhile, the EPCI Contractor PT Meindo Elang Indah, in addition to applying 50 percent WFH for workers in Jakarta, also maintains the number of workers at the site required for the completion of this stage of work.

The fabrication stage (first cut) of this platform began last September 2019. The milestone for the development of the KLD field is expected to fulfill OTOBOSOR (on time, on budget, on scope and on return) and of course continue to prioritize aspects of safety, health and environmental protection in its implementation.

“The old field is a challenge in itself. Reducing natural decline certainly requires a special strategy. What we are doing with the KLD field development is PHE's real step, especially PHE ONWJ to pursue production targets," said Budiman.

Meanwhile, the GM of PHE ONWJ, Cosmas Supriatna, explained that the trip to the installation site would take about 10 days. It is estimated that in August 2020, the installation of the KLD platform consisting of piles, jackets, and topsides including the boat landing platform can be carried out.

"We hope that the development of the KLD field is in accordance with the timeline," said Cosmas.

The project with an allocated cost of US$ 35.42 million and potential reserves of 1.6 mmbc/30.7 BCF (6.9 MMBOE) is expected to be faster than the initial plan in the first quarter of 2021. Production from the two wells in the KLD field will later contribute an additional 500 BCPD of oil and gas and 15 MMSCFD. This oil and gas production will be used entirely for domestic purposes, so that it can be a driving force for the industrial economy around the PHE ONWJ working area.

In his remarks, the Head of SKK Migas, Dwi Soetjipto, said that 2020 was very challenging, with low world oil prices and the Covid-19 outbreak having a huge impact on the upstream oil and gas industry. SKK Migas appreciates PHE ONWJ who continues to coordinate to complete this project amid restrictions on mobility as a result of Covid-19.

“This hard work is not in vain, because the completion of the project is expected to be accelerated from the predetermined schedule. We hope that this proud achievement can be monitored properly so that it has a positive impact on increasing oil and gas production and in the long term will support efforts to achieve production of 1 million barrels in 2030 to realize national energy security," said Dwi.
